Minutes

 

The meeting was convened at the Vashon Chamber office. Present were Board President James English, and Secretary Steven Macdonald. The agenda is attached as the last page of these minutes.

 

Announcements

 

Conflicts in schedule for future meetings were discussed. The Board decided to change to a bimonthly meeting schedule; our next three meetings will be in September, November and January.

 

Review and adoption of minutes from prior meeting (6/10/2003)

 

The minutes were adopted, with correction to the date in the title.

 

Treasurer's report

 

The Board discussed a message from Ecy PPG project officer Kathy Seel, dated 12 June, which requested that the Final Work Progress Report include our response to "What can I do to assist you all better than I have and what are the areas that are important or even critical to you to have me address." Specific wording will be communicated to Treasurer Hammett for inclusion.

 

Technical consulting services

 

Contractor progress was discussed separately for each contractor.

 

IERE. Soil vendors (R6) The Board discussed a message from Ecy staff Marian Abbett, dated 11 June, which stated:

 

At the HMRC meeting last week, we discussed the possibility of IRPPC's contractor (IERE) facilitating the creation of clean soil.  Rita would approach the Vashon Sand and Gravel Company to see if they are willing to use some of their space to mix their fines with organic matter (compost) to create clean soil for sale.  If the soil is "clean," then the Vashon Sand and Gravel Co. could continue to create and sell the clean soil -recouping the cost of on-going testing in the sale of the soil.

This would be a pilot study to see if creating clean soil is possible.  I suggested that Ecology may be able to assist with this pilot study by collecting the samples and running them through a lab for analysis.  I've discussed this within Ecology and the Tacoma Smelter Plume team - and I'm getting a positive thumbs up.

I recommended Ecology's Guidance for Remediation of Petroleum Contaminated Soil as a start for how many samples to collect.  Here is the link to the guidance document:  http://www.ecy.wa.gov/biblio/9130.html.  See Table I.

I will put together a proposal for the sampling in this pilot study, and share with all.

 

The Board views this as a very positive response, and credits IERE with creating the impetus to make this happen.

 

Soil Amendments project (R6*) The Board discussed a message from Rita Schenck, dated 19 June, to members of the "Fertilizer Committee", which stated:

 

A clear consensus is coming forward from our work and discussions that we should focus on educating the community and providing them with the tools to make better decisions in their choices about fertilizers and other soil amendments.

At our last meeting we agreed that the most direct thing to do was to have posters available where fertilizers are sold, informing the public about the issue, and giving them the opportunity to request further information from the staff at the stores. Then we would provide the stores with a list of the products, sorted into high, medium and low levels of heavy metal contamination. They could help the customers choose based on the list.

Ideally the list should only include the products sold on the island, but at the moment the stores are too busy to provide a list of the products they provide, so we will have to provide complete lists. After the summer, though, True Value promised to work on developing that list of products, and Norm at Island Lumber said that would be possible there, too. We will produce another, shorter list when we have the information to do so.

We will produce a brochure that can be useful in all garden/farming related venues on the island, and will work out a plan that will include the master gardeners, the garden club, VIGA and others for distribution.

 

The Board is very pleased with the progress on this project.

 

Earthworks Environmental. Independent review, non-technical summary and critique (R1-4) The summary and critique of Ecy child use areas study were discussed. Secretary Macdonald was asked to contact Kathy Lester for further discussion.

 

Production of focus/summary sheets and Event Surveys (D7) The documents "Synopsis of the April 2003 Symposium Data" and "Stratified VashonSurveyResults-2003" were discussed. These documents represent the results from the re-analysis of the symposium evaluation data, stratified by length of residence on island, as requested by VMICC-HMRC. Because there are no meaningful differences on this basis, the inference is that the Committee should not address its messages any differently to these different groups of residents. The Board is satisfied with this work product. These documents will be forwarded to VMICC-HMRC.

 

VMICC HMRC

 

The Board discussed issues of future meetings and future chairs for the committee, and concluded that it would be easier to recruit a chair for HMRC if it met bimonthly.

 

The Board discussed the process of editing the symposium videotape, which is financed by the PPG, to be negotiated between Ecy and HMRC: videographer Holly Taylor has produced a transcript, which is to be sent to Ecy for annotation and then reviewed by HMRC members.

 

Ecology PPG 03-05 grant

 

The Board discussed a message from Ecy PPG project officer Kathy Seel, dated 23 June, which suggested that IRPPC consider applying for a grant under EPA "Environmental Justice Collaborative Problem-Solving" program announcement 300-F-03-005. The Board concluded that this program is more applicable to other communities than to Vashon-Maury.
